Occupation Disguised as Development
Thousands of rotational soldiers move in and out of Papua. They fight, guard state projects, and leave civilians under a seemingly endless shadow of guns. Papua now hosts 74,297 soldiers. Of those, 17,780 are rotational troops drawn from across Indonesia.
